Obviously, NO.
Though Bitcoin's price can somehow be considered high compared the last couple of years' ATH, but this bearish run won't be over until we don't see any huge recoveries in the global economy or at least not until we see another Bitcoin halving. So, that's most likely going to be in the next 2 years.
Even if Bitcoin hits $30k it would probably going to fall again at $20k level or even a little below.
I also answered "No", because looking at the situation so far there is no indication that can make me believe that the bear market has passed, because until the end of the year it will continue to happen.
the possibility that can be ascertained is, as you said, my friend, that wait for the halving period to come first and it will be seen that the bull market will begin to penetrate.
