They do that already, it produces about 1% of the total electricity.

Much easier: windows facing the sun. It helps, but it's not enough.

Or they could justbuy lots of red hot chilli peppers, store them to last up to spring. It heats the body without having to burn anything.  Just add 3 chilli peppers to a noddle soup and its good. Food is importanter than gas in the long run.

I have read about converting public libraries into a huge warm room where many of them stays there.
