Regardless of pictures, there is no doubt that not all RF is treated or considered equally. The political weight of the regions is minimal compared to Moscow and St Petersburg. That is by design, keeping this regions poor keeps an steady supply of desperate and hungry men that would rather join the RF army than live in their home counties. Also, the less money, the less influence.
The military spending in the RF is 11% of the GDP, which for a large country with a GNP similar to Italy cannot end in anything that is not deprivation and underdevelopment for most of it.
