If i can make a suggestion to you fillippone, you can ask the members to request a review of their post history on the thread you will create in meta, since you do not want your PM to be filled with messages, and your email to be filled with PM notification, maybe you can just keep everything in the thread you will create and attend to them there in your own time, if it is too much at a time you can even lock the thread, attend to the requests you feel are worthy, reopen it again for more requests. And needless to say that you will also add your own rules to it, that will help you to filter the requests fast in the thread.
