I think there is a lot of evidence that proves that Qatar did in fact bought the World Cup, however one of the main reasons to host the World Cup is not only the prestige to do so but the economy gains that you can get with it, to try to limit the consumption of alcohol is going to be a big mistake, so I have no doubts that at least when it comes to the foreigners that come to visit the country the regulations are going to be relaxed during the event and once the event is over they will go back their previous regulations and forbid the consumption of alcohol.
FIFA has always been like that ever since promoting corruption in football. Imagine Sepp Blatter was FIFA president for 15 years as if it was his birth right, I not the US government that looked into FIFA as a body and saw the high level of corruption.
Hosting the world cup is beneficiary to the hosting country as it brings the world to Qatar and takes Qatar to the world,it also boost up their economy and brings development to the hosting country.
