There's nothing mentioned on the whitepaper if Bitcoin is a decentralized mutual funds.

payments to be sent directly from one party to another without going through a
financial institution.
I think bitcoin is decentralized mutual fund, Because everyone can invest their money without any help of others, everyone can do their own sip model investment with their salary.
You're just explain about decentralized, there's no relation about mutual fund you mention it before.
Like everyone said above, mutual means more than one and it depends on the manager or broker decision to pick which asset/currency that potential. I think most of people already become the manager/broker since they invest more than one currency.
