It's crystal clear that CBDC'S are digital fiat currencies that is meant to replace the paper fiat currency system, which is operated and controled by the Central Bank of a country and I don't think they're in compition with Bitcoin, but rather, are going to be using the Blockchain technology to operate which Bitcoin is father to that very technology
I am not sure how credible and accurate the information in the following article is, but according to what is written there, several options are being considered by the US government. If you pay attention to the info in the table, it shows that there are question marks regarding transparency and the accounting system. Untraceability is being considered as well as using a central accounting system instead of a blockchain. One of the concerns mentioned in the article are the limitations of blockchain technology when using digital currencies is retail transactions. 

If the dollar goes digital, how will payment systems change?

But I seriously doubt the government would intentionally allow its subjects to use CBDCs in an anonymous matter no matter what the article says. The whole point is greater control, not more freedom.
