I planned to buy some altcoins now that we are in a bear market but someone I knew is telling me not to, that its possible more dumps will take place, my question is how will I know when it's the right time to buy coins?

Looking at this thread? it seems that shill account is surrounding this POint Network and have seen so many accounts posting good about this yet cannot find it better in other aspect .
But it is up to you if there is funds to invest from you but I know most of you are part of the team.
Shilling is quite common on bitcointalk. There is nothing that stops you from starting a brand new account and start shilling right away, so in order to get attention, you could start 1000 accounts in a single day, and then post shilling posts from that 1000 accounts, and suddenly you have a topic that is on fire and even if it looks annoying, there will be a lot of people who will see about your project instead of nobody hearing about it.
That's why many projects end up starting a brand new account and hoping that it would go up again. That doesn't mean that it will go on like that, but it means that we are going to see shillers not stop and keep doing this.
yeah mate it is true , but I believe with all of us pointing this and also with our knowledge on how to check legitimate projects ? this shilling will only less the attraction from investors site because we are not new from this strategy , because legit projects don't need to do such act for their advertising .
