Your logic makes zero sense. Pakistan is a top tier team which is why they should have won more than 2 times, but they didn't which implies that they need to improve that figure in the future.Pakistan is the top-tier team and there is also not much roam for improvement but the issue is with consistency. When they are in a winning mode, they will lose. Give them a tough situation and they will battle out of it.
