Does it mean that the said digital currency is going to be transparent, decentralized, and out of government control? Because one of the CBDC features is government control since it's a country digital currency. If being under the etherum layer is going to make Norway develop something different, others will definitely learn from them.

That can't happen, no difference will happen. how do we believe that a digital currency created by the government will be decentralized even if they make such a claim? Most governments that want to be against bitcoin would have no reason for them to create a decentralized currency they can't control. If they wish for a decentralized coin then bitcoin is the best choice, they don't need to do anything else just accept it immediately.

This is also good news because the government has started to believe in crypto technology and here they have chosen ETH which is one of the best blockchains we have.
