I believe that no reputable casino site will not do anything like this. But if a user violates their mentioned rules and starts cheating then his account may be banned or temporarily locked. I agree with you. I have never seen such a problem with any casino site to date. I think if a person tries to cheat someone. If the casino team finds out, there may be a problem with his account. Stake has a history of people trying to cheat them out of money (*cough hufflepuff *cough) and I believe that they check it very well. A person who wins a ton of money here is actually a good thing for them because in the end there are two options, either they could use it for marketing to show everyone how you could win a lot as well, and secondly they could end up waiting for that person to gamble even more and eventually lose it.
