In addition to the number of users who appear to be decreasing from month to month, the number of merit distributions and the number of posts is also decreasing.
I can see the comparison on this list. There has been a drop in merit stats, it has fallen by almost 50% since June 2022.

Some of the most active users have lost interest in posting on local board as the campaign no longer counts local posts, this has lowered the overall post count in August. Maybe for September, the data will decrease further for the above reasons as well.
Some users may have run out of sMerit to submit and some have stopped posting on local board for different reasons. I'm just posting here for a month-to-month comparison from January - August, but I'm pretty sure that this merit stat will increase a bit in September as the latest gain is currently at 212. There are a few days before September ends, so I think there's some improvement for expected.
