You don't need any plugins.
Since Electrum 4.3.0. (https://github.com/spesmilo/electrum/blob/5a64d62b248cea8edcf1f36ef2262679505a18a7/RELEASE-NOTES#L83), the LNURL-pay feature has been supported.

Have you enabled 'Open Channel' to use the Lightning Network feature on Electrum?
