It's been reported since the last transfer window though that nkunku willing to move to premier league side like chelsea and manchester united but the club stated that going to reject any proposal coming to them but this time the rumor seems a bit different.

Chelsea might have an insider agent that could make this transfer happened despite the long term contract.
There is many deals that failed for both Chelsea and ManU so it is expected to see them trying to consolidate the squad with good players. The situation in Chelsea is quite more stressing with many weird results..
The fact that a player increased his contract send 2 messages: whether you forgot about the transfer or you pay more! In this situation Chelsea will pay more imo to get him.
The reason was also coming to the club that owned the player. Chelsea has been giving various offers to the so many players owned by another team. The problem is sometime the player wanna join but the team owned them refused to agreed with the offers that already made by chelsea or MU. This is why the transfer can't be done easily caused by the player was still in the contract.
Chelsea must put more effort to make it happen. I think that with the current squad is good enough as long as graham can use all of resources that available for the best.

It is true that the transfer of players must be approved by the club first. because as you said since the player is still under contract, and there

Chelsea don't need to spend a lot of money to buy strikers. Because Chelsea already have Aubameyang as a striker, so actually Chelsea's squad is
solid enough, it's just Graham Potter's job to find an effective strategy.
