It really depends upon the government, how much they are serious about catching the people who are gambling illegally, and usually the amount which you use to gamble should not matter.

Either the government does not know that you are a gambler or they don't have plans to actively caught people gambling, otherwise, they would have come to you irrespective that you gamble with small amounts.

I'm sure the government that makes gambling an illegal activity will not hunt down gamblers. if you want to seriously face gambling that has been deeply rooted in ancient times. it has to be done from the bookies. or gambling companies. not from the player.
when players have no more space, then they will find it difficult to play. although I'm not sure if it's also effective. because when a gambling platform closes and the owner is arrested, there will always be another new platform.

rather than making regulations that make gambling illegal. I prefer the government to strictly regulate gambling and its players. such as places or online casinos that have already received permission from the government. so those who create a new casino site that is not registered then it is against the regulations. I'm sure the government knows how much money is in the casinos.
