We'll have to wait and see how many foreign people get arrested for drinking beer or simply kissing a girl in public.

There are many strict rules in Qatar about those things, and many foreigners will probably end up doing all the "wrong things".
As strict as the rules are in Qatar, I believe that foreigners who are arrested for drinking or kissing in public are likely to have their prison sentences converted into a fine.
Obviously it won't be a cheap fine, because Qatar needs to impose that respect, but I believe that there will be this flexibility for those who are foreigners.
Of course, it all depends on the "damage" that the person commits... in the case of being absurdly drunk or parading naked through the streets, it should result in much bigger problems than a simple fine.
Surely this is going to be the biggest concern right now and FIFA organizer and Qatar authorities are in talk about this all which is going to be having no positive end for fans because I read on few sites Qatar authorities are not going to give any soft policy so with this we can expect good number of fines instead of having prison sentences because this can create more feud which is not good for Qatar and this event they are already working on this through few videos which are promoted by many western celebrities as they want all tourists must follow their rules and culture instead of doing their own enjoyments which are not allowed in strict rules.

This one month event is going to be real drama for these are not familiar with these strict Islamic rules and never have any visit to any Muslim country which is having tough policies as mostly peoples are familiar with Turkey, Dubai and Morocco which are had soft policies and many other celebrations and enjoyments are allowed here.
