It would be a waste if the government will pour too much resources just to track down these gamblers just to impose the the new rule/law, it would be an expensive mistake because as said above, there are way more problems that needs to be prioritized that are more harmful to the people and its government.
I greatly agree with you, it is just a waste of resources tracking down illegal gamblers and illegal gambling operations. It has been proven from the past and corrupt governments use this operation fund (tracking gamblers and illegal gambling) to fill their own pocket while enjoying the benefits of illegal gambling that they, themselves operate.
Instead of prohibiting it from the use of public, the government should just take advantage of it by taking taxes. They cannot just hunt everybody down as these days, people are way more clever than the authorities and there's VPN that can be used.
I think it is the wisest move to do. Instead of making gambling activities consume the government resources, they should make it to produce more resources, and legalizing it solves lots of problems and the government will be able to successfully track and monitor gamblers from addiction if that is what they wanted to do since people are now in the open engaging in gambling activities.
