You need to get used to the fact that cryptocurrency will soon be fully regulated and licenses will be needed for everything, both for exchanges and nos.
I strongly don't agree with this very statement of yours, because thou cryptocurrency is partly regulated today by big exchanges and online casinos, but i doubt if it can be fully regulated in time soon, coupled with the decentralized nature of Bitcoin and its anonymous inventor "Satoshi" who up till today never seen before, because with the help of decentralized exchanges and cold wallets which enable us to buy, sell and trade cryptocurrency, people can equally use this while bypassing regulated centralized exchanges.
