When that person can get a big win, he must be able to realize that he can be lucky at that time and must be able to immediately stop and quit gambling so that he will not be tempted to use his money to gamble again. But if he decides to continue gambling, he can lose that winning money and continue to be tempted to try to get another win. It wouldn't do him any good to win big before because he was constantly tempted to continue gambling without thinking to end gambling and enjoy his winnings.

and actually it all could have been prevented by for example someone won at $1500 gambling after that immediately issued a $1400 win and left $100 to play again at the gambling table. so that later if the $100 is lost he will not continue gambling again

This is where discipline and self control comes in. It doesn't mean that if you win, you shouldn't play any bet else you will lose all money. It is not always like that. What I advice people is to take small break after winning big in order to return to normal reasoning. Because if this doesn't happen the gambler will tend to follow same process that gave him the winning for the second time, which doesn't always work. Then whether you win or lose, don't exceed your budget.
