I do not agree with 10 people checked per day that you say. I can do at least 100 in 8 hours of work if I only have to take a look at some submitted ID pictures.

Let say the project will last 5 years .. you can do 150 000. you will still need 100 people to do that.
And don't forget about working saturday and sunday
