In some countries, corruption is inborn. For example, in Nigeria, a child has become corrupt immediately he/she is born. Almost all aspect of the country is corrupt. We just blame our leaders for our corrupt society but parental role is highly needed to fight corruption in any country.
The role of each parent is indeed needed to educate their children so that they are not corrupt when having any position in the state government, but if the child's parents are also born from someone who has committed corruption. Then the parents will also not object when their children commit acts of corruption, because innate traits such as those that already exist in the country you mentioned have occurred continuously and from generation to generation.
