Yes, it's the same. When you play a dice game, you can choose whether to bet on High numbers or Low numbers. It's the most critical decision you make no matter what payout/chance you bet on or how much money is at stake. That's why people also call this game Hi-Lo.

It's both quite similar, but also not exactly the same thing. In dice you have high and low as well where you have to guess if it will be higher or lower than a certain number when you roll the dice. At for example 50% chance, you have to say will it be under 50 or over 50 to win, quite similar to here.

So, there is really no difference to speak of, there is one where you are also gambling on numbers, and dice is not really a dice, that's the difference. Dice is something you should physically roll normally, in a world where "there are numbers between 0 to 100, set a level and say if it will be under or over that number to win something" is not really dice, and that's why people mistake them as anything dice related when in fact dice doesn't really have anything to do with it.
