You are assuming that the manager was aware of that update on 25 October and he delays communication up to 28 October ? It would be great read some comments by OP since this is his campaign/promotion.
My opinion is that taking care of the campaign and keeping in touch with the owners is the manager's responsibility. He should know whether the campaign will continue before the new period begins. Any changes to the terms of the campaign should be announced before those changes take effect. At least, that's how respectable managers work here.
You are right, @icopress is also one of the respectable managers with experience. I forgot to include him in the list probably because I didn't find his ANN thread in the Services section.
