by only finishing as Runner Up makes PSG's move to be even more difficult in the round of 16 because they will meet one of the group winners, of course it will be a tough move.
and until now PSG's performance in the UCL stage is still not satisfactory even though they have many expensive players but that does not guarantee their performance.
PSG are good to self-create difficulties for themselves. With resources they have, they should do it better and complete the group stage at the first position. Will they have to blame on some reasons if they have to face with a strong club in the next round and lose in aggregated result?

To win Champions League, they should be strong enough to win all opponents along the way but they should not take tough difficulty at early round like this. It can cause unnecessary injuries and suspensions which will impact their resource and performance later.

To be able to win on the European stage it is not only because of money, the mentality of the team is also needed, I think compared to PSG a few seasons ago Manchester City have also experienced the same thing as them but until now they have not won.
To win a tournament, not a league, luckiness is important besides good performance and strong mentality. Luckiness in football is one of very important things to help clubs winning titles.

Clubs like Manchester City and PSG will win Champions League sooner or later similar to Chelsea. An important decision is they won't sudden lose huge budget for transfer and salary.
