Ofc this proposal is ridiculous but hey at least it's moving forward and not going backward, so I'm optimistic.
I actually hate ICC's behavior on the qualification process, it's just flowed idea that they keep doing this on a rank basis and seriously I don't have any expectations from them as far as ICC tournaments are concern but IOC has power so there is some hope for Olymic qualification.
Their ranking system is a big joke. Namibia is placed in no.14 on the rankings table, but they have never played against Bangladesh, who are at no.9. Then how can the associate nations move up the table? Even for sports such as baseball, the IOC has the requirement of a qualifying tournament. I don't think that they will waive that for cricket. The ICC administrators are still living in their la la land. They believe that the IOC needs them more than the other way around. And we are talking about a sport, that is no.1 only in a few countries in South Asia.
As long as you don't bring more countries to cricket this whole system will be a big joke. We have a cricket world cup of 10 teams, do you think that's not a joke? ICC administration only care about interest of Big 3 and IPL since thats where money is coming from, rest are not on there priority list.
