I am not going to tell which one is wrong or both are wrong or which one is true or both are true 😉As LoyceV says, unless the local section user is actually quite popular outside of that section, then they're significantly at a disadvantage anyhow.
The idea is very simple. The award event is a global event for bitcointalk community. If a local section is big enough then they can host their local events and nominate some users on behalf of them so that we can consider these selected users in the global event.It's similar like miss world event or any other world event. Each of them are their best from their own county and finally competing with others in the global event.
