There are some countries where minors are punished for gambling, so I wouldn't recommend dragging the police into this issue.
If you get caught on a gambling floor and youre under 21, the charge will be placed on your criminal record and you could face the following penalties:
- Fines (Between $500 and $1,000)
- Drivers license suspension (Six months)
- Probation
- Community service
- Jail time
So I think there is only one solution, you/or your best girl should explain to the boy that what he is doing is wrong (wrong in that sense he stealing money to gamble, #2 he's too young) and he should quit it.
