If by the system you mean the bitcoin network, then yes. The time would depend on how congested the network is, and the fees you paid.
No exchange or service accepts unconfirmed transactions tho. They might detect the transaction, but they won't credit your account. Some of them don't even accept replace-by-fee transactions.
