this is the official topic that is on bitcointalk! so wapinter is responsible for it!
I took a look at some random pages in that thread searching if Wapinter wrote posts and engaged the community in discussion after creating the OP. And he actually did. So he wasn't just a bounty manager, but someone who had a vested interest in seeing that project succeed or he was paid to maintain that thread. In either case, there is a connection between him and the project, which was bigger than someone just being employed to create the opening post. Have you contacted him and asked him to comment?

That's because scams are not moderated on Bitcointalk and scammers don't get banned. The community tags them and issues negative feedback, and it's up to the forum users to research and decide for themselves who they want to trust and who not.

What a stupid logic. Yes I got paid for posting that thread and that's a common practice here. So many members get paid for posting a thread.
I am not and was not related to decoun except that I managed their bounty campaign and all participants got paid for it.
The exchange was operational since 2019 and now I come to know from op that it has disappeared.
I or any bounty manager can not gurantee for the lifetime running if any project.
Op should not have kept his funds on exchange. Many big exchanges have disappeared or hacked and members funds lost.
Stop blaming others for own foolishness
