Merits shouldn't be combined with reports even forum mentions don't worry about accuracy of the report you made so I don't think this idea may be implemented.

But I would like to remind the concept of Reporter Badges, theymos seeking images for badges like three levels and it happened in 2018 if I am not wrong but still now it doesn't been implemented.
