Do you think getting the operators arrested can solve the issue?
I have read alot of members advising that she should arrest the operator and that is not a good advise. Doing that will be her bringing more problems for herself with the operator who obviously will have more money than her, and with people around that place who will begin to see her as a bad girl. My advise will be a bit harsh but that is what will solve the problem. She should set the brother up so that his brain can be formated. Formating the young gambler's brain is what will do it. Let her arrange with a soldier who will walk into the gambling shop when she is sure the brother will be there. But she has to pretend not knowing the soldier. Just make it look like a coincidence. And the soldiers knows what to do when he sees an underage gambler. By the time he frog jumps him or takes him to the barracks for proper discipline, the next time her brother hears of gambling he will run far off.
It's just right to make a move so that the operator accepting minors in their establishment will receive a necessary punishment such as disciplinary action or warning from the local government unit in their area. If the elder sibling won't do this, for sure, the act will continue. Gambling among minors will go rampant since there are premises such as them tolerating such irresponsible activity. It's okay to go against the current and be painted as the bad guy, as long as you know that you are in the right, then you have little to worry about.
If the elder sister already have enough proofs and evidences to back up her claim that the establishment is accepting minors which they shouldn't, that is already a violation and can be a cause their permission to operate be revoked by the authorities. Since after all, these businesses operate if they only have permits and other legal documents as well as if they are abiding the rules and if they are doing their best to impose the rules, especially when it comes to prohibiting the underaged to play in their place.
Disciplining and educating her brother will surely help them to overcome this challenge in their life. It will definitely help his brother to know the advantages and disadvantages of gambling, but it is also needed to bring up the concern to the proper venue and authorities so that the higher ups can do necessary actions about the business to avoid further damage and conflicts in the future involving minors once again.
