Does Switzerland even have any refineries for oil to gas? They use a lot of electricity so not having them can really distort the energy needed.

For the most part there is a lot more power electric power needed to convert oil to gas and then pump the gas into a car then there is to generate electricity and power an electric car. But it's usage is different. Run the port / pipeline to move the oil, refine the oil, store the finished product, ship the finish product, pump it into you car.
