Russia has been not been a permitted region since 2018. This is in our terms of service, and had he attempted to place bets without hiding his location, he would not have been permitted. If he passed KYC in 2019, it is because the KYC was with regard multi-accounting, not location. We do allow players with Russian passports to play, as long as they are not within the borders of Russia or any other restricted regions. Perhaps this should have set off a red flag with the security team member who reviewed the KYC at the time, but apparently it did not. However, him sneaking by us in 2019 does not mean that play from within Russia was permitted then and certainly does not mean that it is permitted now.
And before anyone says that maybe we let him play in 2019 because he was losing then and we didn't close the account until he started winning, it should be noted that he was always winning. He was always winning because he was using banned Russian forking scanners to find and place arbitrage bets. We did not have the technology to detect this then, but we do now, as does nearly every sportsbook. His account did not raise any additional suspicion until now, as he had a nearly 3 year gap without play until 23 Nov.
