Russia has been not been a permitted region since 2018. This is in our terms of service, and had he attempted to place bets without hiding his location, he would not have been permitted. If he passed KYC in 2019, it is because the KYC was with regard multi-accounting, not location. We do allow players with Russian passports to play, as long as they are not within the borders of Russia or any other restricted regions. Perhaps this should have set off a red flag with the security team member who reviewed the KYC at the time, but apparently it did not. However, him sneaking by us in 2019 does not mean that play from within Russia was permitted then and certainly does not mean that it is permitted now.

The reason for this is if losses were returned, than any player who lost could just come back and break a rule to get their losses back. Additionally, the player was up over 3 BTC from his play in 2019, so really we did not even need to return this deposit, as all of his play was in violation of our terms of service.
