Fact: Gambling can be illegal in some countries, but there is no global legislation which makes online gambling illegal overall.
It depends on which side you are looking, there are really some illegal gambling sites that doesn't have license but still operating, for me I consider that illegal but it is really a broad topic as there are crypto gambling sites that doesn't require gambling license such as bustabit and other provably fair casino games.
