Dortmund is not playing well this season. So, I really do not know if they will be able to get themselves into the top four positions or not.
But Dortmund should be able to get ahead of Union Berlin. Because Union Berlin is also not playing well. They could not continue the way they started the season. So, I think they will go further down on the table.
I am not sure about Dortmund. It is really hard to see if they will actually be able to improve or not because they are going through some big difficulties right now. Frankfurt is actually showing good performance. And their performance is actually more stable compared to Dortmund. So, I think Frankfurt will be able to hold onto the position that they are in right now.
As I have said Dortmund has many issues with injuries and suspension and just like you I don't really don't see them going up the standings for now, but if this long break could do them good and replenish those injured players then I think they will likely get a chance or that open trade window can get them some players that can help them with this then it will be a good chance aswell because right now they can not do a thing with those injuries then I am not seeing an inch move up for Dortmund this season,
I think that in this case an injury is not something that is difficult for Bayern to overcome, especially now that they are also preparing to look for options when Neuer is confirmed to be out for the next 3 months.
The problem in the Bundesliga actually lies not in injuries or anything, but in fact it is the differences in the strength of the clubs that have an effect.

Indeed! injuries were not really a problem if you can buy players to replace them, but if they can also make players or train players to be the best they could be or release their potential this is what they did to Lewandowski they molded him as the best scorer he can become but upon leaving Bayern Munich and joining Barcelona what happen to Lewandowski now, he wasn't able to win against Bayern Munich but he is doing well in La Liga and giving Barcelona the 1st position on the standing I think he surely just needs time and chemistry with the team to perform this well, and right now Robert Lewandowski has 13 goals he is truly 1 goal machine that Bayern Munich ever created,
