This is will be too bad for dortmund if it is true,  dortmund has always have the nature of selling their best players.  They don't care to know if they need this players , them selling their best players is affecting their performance to win trophies.
If that's what they consider, it means that Dortmund doesn't really aim for trophies every season so they are still considering selling their best players to other teams when there are very tempting offers. The point is that Dortmund are only concerned with money for themselves without thinking about the careers of their players. Obviously this is very unfortunate because Dortmund should have kept the best players to win trophies, not just wanting to earn money from selling the best players.
Dortmund's goal was never to become champions of the Bundesliga. They just want to do business and make a lot of money by selling players. If Dortmund's goal was to win the title, they wouldn't have sold Haaland. They would keep Haaland in the team and try to strengthen their squad. But they don't do it. The main player of their squad this season is Sébastien Haller. I think the Dortmund management will make a lot of money by selling Sébastien Haller within the next two seasons.
Every club has their strategy of making money. If that club cannot win trophies to make money they can buy players at low price and sell them at higher price and make money. This was exactly the pattern that the former Arsenal coach Arsene Wenger was using to make money for Arsenal. Dortmund is presently using that method to also make money because they produced one of the best young footballers in the world and they sell them without replacement.
I also think Ajax is known for doing something. I don't know if they used to have replacement for their own but as for Dortmund I know they don't buy high-profile players but they produce high-profile players

Basically Ajax and Dortmund have the same goal. Ajax's target is to bring in young players at very low prices and develop these young players with some experience. Still sells players at exorbitant prices. Dortmund management on the other hand finds underdog players and develops them into star players. They sold Haaland at a high price and their next star player is Haller. Dortmund's team management and coach are experienced. If they target the title, and spend some money to strengthen the team, I think they can build a squad fit to win the title. But they are happy to make money only by selling players.
