That's the perfect answer. Twitter is a government tool used for many "operations" and it needs a CEO that has a leash in the hands of NSA who is also cooperating with other 3 letter agencies. That way they can keep this tool alive. Someone like Snowden who has already ran away and leaked NSA secrets is not a possible choice because that would kill the platform!
