I don't know about 2024. But as far as 2022-23 is concerned, he remains as the best Portuguese player (you can disagree with me). I am not denying the fact that Portugal has a bunch of younger guys looking forward to replace Ronaldo in the squad, including João Félix, Rafael Leão and Bernardo Silva. But my take is that none of these players have the ability to single-handedly win the matches for their team. Ronaldo maybe out of form right now, but his class is permanent. I am sure that he will regain his form soon and make an impact during the Euro 2024.
Do not forget Bruno Fernandes as well, he is also quite good. It is not about being the best player, it's about being the best fit as well. One on one maybe he would beat anyone else, he could be a lot better but when you put him at striker and play, and remove lets say Bruno or Silva, then you would end up with a worse team than put someone else at striker and put back Silva or Bruno.
This isn't because they are better players, of course they are not but they are better fit for the team. Ronaldo, for whatever reason it is, does not fit with the teams he plays for now, and causes trouble more than he helps with his talents and maybe it's a personal thing, but it has been an issue.
