It's no secret that alt accounts are not against the rules, and it's not forbidden to participate in multiple bounty/signature campaigns at the same time, adhering to the "one account, one campaign" rule.
I believe that only the admin has access to IP addresses, although this power should perhaps be given to global modes that could detect all alt farm accounts in this way. Considering how they behave, I don't believe most of these scammers are using VPN/TOR to mask their real IP address.
