Lightning Network Question: Hash Power Fee

I received the following "Incoming Transaction" referring to a transfer of bitcoin to my blockchain wallet from another company through Electrum and Lightning Network.  This "Incoming Transaction" requests that I pay a minimum hash power on Reflection ID fee which they say will be refunded with the transfer.  I have deleted the wallet addresses in the message below.  Is this legitimate?
