ChipMixer clearnet is down for a long time now, I can't remember exactly since when it's down but if I'm correct it should be at least a few months
Since last May. In fact the domain name and website is not down but you can't use it to mix your coins. It's used to host a static page with a link to.onion page:
.com is now online. It does not allow mixing. It is used for informational purposes only.
Whenever I need to use chipmixer I access it by clicking on the link on the signature of any of the cm sig. campaign participants and make sure the url start with
chip mix or fly.
