Sure, phones aren't great for kids, but we have little choice. I have a son, and he is 4 years old, but to be honest, he has been using the phone since he was 3 and he is almost addicted to it. It's a bad thing, but we have no choice, we wouldn't have time to work if we just spent all day playing with him and doing nothing. But if we let him play alone, we don't feel secure, apart from letting him use the phone to make him sit still, we have no other solution.
