I highly doubt you will be able to achieve anything if you have only login and password and not exact details........doing it online is no way with these little info to succeed .

All he will get is many account detail questions which he can only pass when providing exact details .So even one wrong number will not let him pass even it states diffrent.
You go that route it makes thinks only worse since your account will contain that information of providing false details.
Do you have your real information registered on the account?
Like your name and phone number on your Google account, and maybe card details and address on your Google Pay?
If yes then I can help you getting back the account, my account was hacked and I had the same issue as you before.
The process took about 1 month, but I was able to get my account back in the end.
OP can answer himself if he is able to provide it.Did you tell him that gmail is going to ask for his exact birthdate he used when registering or the exact creation date ?
And that he needs more than just one right answer to get it back active ?
I doubt so because he would instantly know there is no way to get it back via the online route.
