Bitcoin allow you to open you new account after getting banned if you pay 10$ fees which i PAID.
No, it doesn't.
If you've been banned, starting a new account isn't allowed, unless it's for the purpose of appealing your ban in the Meta section. And the "evil point fees" you're talking about are just for your IP address - because it was linked to a user that got banned permanently. Basically, you can pay to have your IP address cleared, but the ban on your user account still stands.
