Isn't it the cost of spamming next block not every block for weeks? And paying like 30sat/byte is not so bad for average person. You still have a transaction blow 1$ if your wallets is not spammed with lots of tiny tx. Put that in calculation.
In case the attack is against the network itself the cost to have 50Mb mempool = 50 blocks is 50 x 0,01 = 0.5 BTC = 12500 USD
