I remember the early days when "Investor Based Games" were created on the international area. The logic was that the Ponzi scams should not pollute the rest of the forum and be contained in one big garbage collector. And it pretty much worked out.
You are proposing the opposite, the removal of Hype. I fear that the result will be spam bots in other Russian sections, hence you'll do more bad than good.

My proposal would be different:
1. Ask theymos add a red warning on the topics there in Hype in the same way there's a warning in all topics of Investor Based Games. One example is here, see the warning.
2. After point 1 is implemented just ignore Hype.
