Also paste your receiving address in to search box in the explorer web site.  If the search box find nothing in explorer web site on your wallet address,  this means that your answer to my question was "no".  Exchange withdraw failed.   A successful withdraw will leave 20 millions of CHTA on the receiving address on explorer web site searchable by hash or by receiving address. When explorer find nothing, then nothing was done on withdrawal. 

Ask for exchange for support on this issue.   Explain this issue to them that withdraw failed, but your account coins got incorrectly reduced on balance.
