Confidential transactions have been implemented on the Liquid sidechain [1], and a more scalable version based on Mimblewimble has been implemented as a recent soft-fork in Litecoin. The corresponding LIP [2] could be ported to a BIP if there was sufficient interest, but it does seem that such interest is lacking...

I take it that Liquid is a side chain that is attached to the Bitcoin Blockchain (like in Lightning network)?

By the way, thank you for the references; I added the lecture references where you can notice that the subject is mostly discussed as related to Bitcoin
