I don't know the reason for this user selling his newbie account which previously looked like it belonged to a project representative on the forum. A while ago there was a signature campaign about them on the forums, but it was only for a week before it was finally put on pause.
Maybe because I told him the truth about solana shitchain stopping all the time, and he couldn't handle the truth 
So I don't think they will be banned for trying to sell their account. Maybe if they are spamming.
Nobody said they should be banned for selling his account, but he literally turned all his previous posts in spam fest with editing and adding same sentence, that is definition for spam.I see moderators deleted most of his posts, but few of them are still visible, so maybe they can edit them and return original text from archive.
